Статья посвящена вопросам гармонизации национального законодательства Узбекистана с принципами эффективного государственного управления в интересах устойчивого развития. Практическая реализация данных принципов имеет большое значение для повышения эффективности, подотчетности и открытости государственных органов всех уровней в достижении целей, воплощенных в Повестке дня на период до 2030 г., и соответственно, национальных целей в области устойчивого развития. Основные элементы эффективности, подотчетности и инклюзивности в рамках Цели 16 в области устойчивого развития заложены в основу принципов, являющихся ориентирами, задающими вектор работы в области управления в интересах устойчивого развития. В работе представлен анализ нормативно-правовой базы системы государственного управления в Узбекистане, основных направлений административного реформирования, нацеленного на создание самостоятельных и компетентных институтов, эффективно взаимодействующих между собой в рамках системы профессиональной государственной службы. При этом учитываются условия, возможности и уровень развития страны, национальные стратегии и приоритеты.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Методическую основу исследования составили общенаучные и специальные методы познания явлений и процессов (аналитическое обследование, обобщение, системно-ориентированный, функционально-аналитический, статистический подходы). Проведен мониторинг и анализ нормативных актов и официальных документов Республики Узбекистан в сфере системы государственного управления, международных и национальных статистических данных.</p></sec><sec><title>Результаты исследования</title><p>Результаты исследования. В ходе исследования обобщена и систематизирована нормативно-правовая база, направленная на обеспечение совершенствования системы государственного управления в рамках одного из основных элементов Цели 16 в области устойчивого развития – эффективность. Выявлено, что в целом созданная национальная правовая основа отвечает требованиям создания эффективных, подотчетных и всеохватных учреждений на всех уровнях в интересах реализации Повестки дня в области устойчивого развития на период до 2030 г.</p></sec><sec><title>Обсуждение и заключение</title><p>Обсуждение и заключение. Активная реализация законодательных и институциональных реформ правительством Узбекистана положила начало созданию более открытой и прозрачной системы эффективного управления, способствующей имплементации ЦУР в республике. Однако существующие проблемы и вызовы свидетельствуют о том, что данная система еще далека от совершенства и требует системного подхода к созданию правовых и институциональных механизмов реализации принципов эффективного государственного управления.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. The article is devoted to the issues of consistency of the national legislation of Uzbekistan with the Principles of effective public administration in the interests of sustainable development. The practical implementation of these principles is of great importance for increasing the efﬁciency, accountability and transparency of government bodies at all levels in achieving the goal embodied in the 2030 Agenda and, accordingly, national sustainable development goals. The core elements of efﬁciency, accountability and inclusiveness under Goal 16 of sustainable development, are reference points that guide the vector of governance for sustainable development. The paper presents an analysis of the regulatory framework of the public administration system in Uzbekistan, the main directions of administrative reform aimed at creating independent and competent institutions that effectively interact with each other within the framework of the professional civil service. This takes into account national conditions, opportunities and level of development, national strategies and priorities.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. The methodological basis of the research was formed by general scientiﬁc and special methods of learning of phenomena and processes (analytical survey, generalization, system-oriented, functional-analytical, statistical approaches). Monitoring and analysis of regulations and ofﬁcial documents of the Republic of Uzbekistan in the ﬁeld of public administration, international and national statistical data were carried out.</p></sec><sec><title>Results</title><p>Results. The study summarized and systematized the regulatory framework aimed at ensuring the improvement of the public administration system within the framework of one of the main elements of Sustainable Development Goal 16 - efﬁciency. In general, the established national legal framework was found to meet the requirements for the creation of effective, accountable and inclusive institutions at all levels for the implementation of the 2030 Agenda for Sustainable Development.</p><p>Discussion and conclusion. The active implementation of legislative and institutional reforms by the government of Uzbekistan initiated the creation of a more open and transparent system of effective governance, contributing to the implementation of the SDGs in the republic.
